Passing Necap IS a valid reason for learning English!! PROVE your proficiency. Prove you are worthy of a degree and a job. IN GREAT BRITAIN THEY HAVE o-levels and A- levels. (NO pass, no degree. You get a "certificate of completion" showing you put in the hours, but did not garner proficiency.) When our teachers accept that NECAPS are a valid yardstick for proficiency.... then we can move forward. It works everywhere else in the world... you know, in countries where teachers are actually held accountable and cannot hide behind the protection of an out-moded union.
