Funny, but I don't see the following words or phrases anywhere in the article: "arrest", "prosecute", "crime", or "law enforcement". Until this issue is treated as a criminal matter rather than a quasi-mental health issue things will never change. And, sorry Ms. McVicker, most young people "understand" perfectly well that violence directed at a dating partner is wrong.
