Pensions should start to pay out when an employee reaches social security retirement age. For employees that have physically demanding jobs or are disabled they should be allowed to transfer to other departments in the city. A fully vested employee should of course be able to take a job outside government. Its just not affordable to pay a pension for 40 years.
