What the article conveniently fails to mention is another study by Kids Count that found RI to have the highest percentage of births to single mothers (46%) of the six New England states. That's nearly 1 out of every 2 babies in RI born to a single mother, and is a frequently avoided topic when discussing child poverty. Couple that with RI having the second lowest level of adult education in NE, as well as the highest unemployment rate and a rather bleak and depressing picture emerges. It is a picture of a state filled with poorly educated , low skilled workers amidst a culture of multi-generational dependency that is enabled by an entrenched one-party political system. The truly sad part is that that party depends on a permanent underclass to retain it's power and has done so for decades. And RI continues to vote for more of the same.
