Cranston Police Department welcomes four new officers

Chief of Police Col. Michael J. Winquist has announced that four new officers have recently been sworn in to the Cranston Police Department. They are Officers Thomas Sullivan, Michael Troiano, Jaclyn Casaceli, and Joshua Brown.

Sullivan, 30, was sworn in on April 21. He is a 2004 graduate of Narragansett High School. He earned both a bachelor’s and master’s degree from Sacred Heart University (2008 and 2010). Prior to joining the Cranston department, Officer Sullivan served as an officer with the Norwalk, Conn., Police Department for four years, where he worked in the Patrol Division and the Special Services Division’s Narcotics and Vice Street Teams Task Force. He was also selected to the department’s Special Reaction Team. While on the Norwalk Police Department, Sullivan earned many department awards and citations for outstanding arrests and investigations. Sullivan attended the 126th class of the Rhode Island Municipal Police Training Academy, where he successfully completed the course of instruction required to attain certification as a police officer by the Rhode Island Department of Police Officers Commission on Standards and Training.

Troiano, 25, was sworn in Monday. He graduated from Bishop Feehan High school in 2009. He earned an associate degree from Dean College (2009), a bachelor’s degree from Salve Regina University (2011) in administration of justice and a master’s degree also from Salve Regina University (2015) in homeland security. Prior to joining the Cranston department, he was employed by U.S. Security Associates as a security officer contracted for property security for BJ’s Wholesale Corporate offices. Troiano graduated from the 126th class of the Rhode Island Municipal Police Academy on Friday, May 20.

Casaceli, 25, was sworn in Monday. She graduated from Rio Rancho High School in New Mexico in 2008. She earned a bachelor’s degree from Salve Regina University (2012) in administration of justice and a master’s degree Salve Regina University (2013) in homeland security. She is an active member of the Rhode Island National Guard 115th Military Police Company based at Camp Fogarty where she holds the rank of sergeant. Prior to joining the Cranston department, she served as an officer for the Middletown Police Department since 2013. While with the Middletown department, she received the AAA excellence award for DUI enforcement. She has been described by her supervisors as a hard worker with an excellent work ethic.

Brown, 36, was sworn in Monday. He graduated from LaSalle Academy in (1998). He earned a bachelor’s degree from Rhode Island College (2013) in communications. Prior to joining the Cranston department, he was an officer with Brown University Police Department since 2013. He has received several letters of recognition for his professionalism and has been described by his supervisors well-liked and respected by his co-workers and the public.

“I am also pleased to welcome four new officers who were selected from an extremely competitive hiring process and will increase diversity within our ranks,” Winquist said. “The fact that three of the four new officers transferred to our police department from other police departments is a compliment to the men and women currently serving in the Cranston Police Department. By continuing to build upon our department’s tradition of excellence, strengthening our relationship with the community, initiating innovative programs and providing new career opportunities and positions for our officers, I am confident we will continue to attract the very best candidates to our organization. I congratulate these officers and their families and wish these officers long, safe and rewarding careers.”

In public ceremonies at Cranston City Hall, Mayor Allan Fung administered the oath of office to Sullivan, Troiano, Casaceli, and Brown.

“I am pleased to welcome our newest police officers for the city of Cranston,” Fung said. “I am very proud that experienced officers have come from other departments to become members of the Cranston Police Department and I am confident that our newest recruits will join their colleagues in serving with dedication and professionalism. The addition of these young officers is an important part of ensuring the health and safety of Cranston residents for years to come and is another step forward in bringing diversity to our police force, which has been a goal of my administration.”
