City Council President John Lanni on Friday said he intends to publicly release a letter sent by State Police Col. Steven O’Donnell to Mayor Allan Fung – and that the document outlines a “damaging report” on the mayor’s relationship with the Cranston Police Department.

“I’m releasing it Monday,” Lanni said. The council is scheduled to meet at 7 o’clock that evening in City Hall’s Council Chambers.

The letter was delivered to Fung and Lanni on Thursday. Lanni declined to discuss its contents in depth, but said it points to “political interference in the police department” on the part of the mayor and his administration. He said it also indicates O’Donnell is prepared to hand-deliver the full report to the mayor.

“I hope the mayor releases the letter. It’s public information,” he said.

Fung did not immediately return a message seeking comment, while Chief of Staff Carlos Lopez declined to comment on the letter.

WPRI reports Director of Administration Robert Coupe said the mayor intends to meet with O’Donnell “in the very near future.”

The latest developments are the latest stemming from the so-called “Ticketgate” episode of November 2013, in which former union president Capt. Stephen Antonucci ordered an overnight parking ticket blitz in the neighborhoods of Ward 1 Councilman Steven Stycos and Ward 3 Councilman Paul Archetto. The ticketing was allegedly an act of political retaliation following a vote of the council’s Finance Committee against a new police contract.

Stycos and Archetto made their allegations public in December of that year. After weeks of mounting questions and controversy, Fung requested the involvement of Rhode Island State Police for three stated purposes – providing temporary, day-to-day leadership for the Cranston department; investigating the ticketing allegations; and conducting a broader review of the department’s operations and several personnel matters.

Former Cranston Col. Marco Palombo was placed on paid leave and later briefly reinstated for the purpose of filing his retirement papers. Officials have repeatedly said he had no involvement in the ticketing.

State Police Capt. Kevin Barry temporarily served as acting chief, and Col. Michael Winquist – former second-in-command of the state police – has since taken the post on a permanent basis.

Fung and state police in April 2014 announced Antonucci had been charged will multiple counts of misconduct, and sought the termination of his employment.

After months of Law Enforcement Bill of Rights proceedings and related legal cases, a deal ending the legal challenges and allowing Antonucci to retire next year was announced late last month. Some members of the council have been sharply critical of the agreement.

The finance committee last week gave its backing to a new contract with International Brotherhood of Police Officers Local 301.

    Here is a story that gives some insight to Mayor Fung's penchant for using the CPD in a petty manner. Amazing that he and the officers didn't see the negative light that would be shone on the Mayor and the department. A member of the media calls you at home on a listed # at 9:00 in the evening. How this warrants calling the police's criminal investigation unit is beyond me. Then the CIU calling the journalist twice is ridiculous. The fact that one of the two police that called (Capt. Sean Carmody) has donated a few thousand dollars to the Mayor doesn't look any better. A mayor using the police to intimidate the media is not a good thing.
