Patricia A. Serpa (D-Dist. 27, West Warwick, Coventry, Warwick) was honored recently by RICARES with the Rhoda Perry Legislator of the Year Award, which is given to legislators who work to improve the lives of those afflicted with mental health and substance abuse issues. For several years since being elected, Representative Serpa has been involved with community and professional advocates in the fields of mental health and substance abuse. In her position as chairwoman of the House Committee on Small Business, she has heard from employers about how these issues adversely affect the workplace. Employees suffering from substance abuse and mental health issues are more likely to miss more days of work and many employers indicate that they have good-paying, middle class jobs to fill but are unable to do so because applicants are unable to pass substance abuse screening. Serpa is joined here by David Martins, executive director of RICares, at the Rally4Recovery on Sept. 4 at Rhode Island College. The award is named for former state Sen. Rhoda Perry, who represented Dist. 3 as a Democrat. She was the chairwoman of Senate Committee on Health and Human Services. (Submitted photo)
