Local men charged in connection with sexual exploitation of minor

Men from Warwick and Johnston are among those facing charges in connection with the exploitation of a 14-year-old girl who was trafficked for sex, according to Rhode Island State Police.

Justin Burgess, 21, of 56 Gavel Ave. in Warwick, is charged with indecent solicitation of a child and electronically disseminating indecent material to minors. A registered sex offender after his February 2015 sentencing on a prior charge of indecent solicitation of a minor, he was arraigned in Third District Court and ordered held on $50,000 surety bail. He was additionally ordered to have no contact with the victim or with minors and not to access the Internet.

Edwin Urizar, 31, of 5 Joy St., second floor, Johnston, is charged with sex trafficking of a minor and procurement of sexual conduct for a fee. He was arraigned in Third District Court and ordered held on $25,000 surety bail, with the same conditions as in Burgess’ case.

According to State Police Col. Steven O’Donnell, members of the Rhode Island State Police Computer Crimes Unit and Internet Crimes Against Children (ICAC) Task Force, assisted by members of the Major Crimes Unit and the Violet Fugitive Task Force, arrested the eight men charged as a result of the recent investigation.

The probe began in March, when State Police received a CyberTip from the National Center for Missing and Exploited Children regarding the possible sexual assault of a 14-year-old girl. On April 6, through a collaborative effort of State Police, Homeland Security Investigations, the Federal Bureau of Investigation and the Franklin Township, N.J. Police Department, the girl in question was located in New Jersey.

Paul Monteiro, 30, was arrested on federal human trafficking charges at the time the girl was found. He is being prosecuted through the U.S. Attorney’s office in Providence.
