STOLEN VEHICLE

Officer Tammy Mello responded to a residence on Toll Gate Road on June 13 in reference to a stolen motor vehicle. Upon arrival at the location, Mello spoke with the reporting party, who said she parked her vehicle around midnight on June 13 in front of her residence. When she returned around 7:30 a.m., she said it was no longer there. Mello said it should be noted there was a large amount of glass, which would have been on the passenger side. She said it appears the suspect may have smashed the passenger side window. Mello said the vehicle, described as a 1999 Honda Civic, was entered into the system as stolen. According to a Supplemental Narrative for Recovered Stolen Vehicle from the Warwick Police Department, the woman’s vehicle was later located and recovered by Providence Police at 10:58 a.m. on June 17. The vehicle, which was stripped with the plates located inside, was recovered on Maplehurst Avenue. No arrests have been made.

WINDOW SMASHED

Officer Damian Andrews responded to the First Baptist Church at 550 Cowesett Road at approximately 7:40 p.m. on June 13 for the report of a larceny from a motor vehicle. Upon arrival, Andrews met with a woman, who said she came to a graduation party that was across the street and parked in the lot of the First Baptist Church. She said several of her friends came out to their cars to go home and saw that her right rear passenger side window had been smashed. Her vehicle was described as a brown 2013 Kia Optima. She told Andrews several items were stolen from the back of her vehicle, including a pink T-shirt, a gray sweatshirt, one Master Card, one Citizens Bank debit card, a pink wallet with $1 in cash and her identification, and a pink duffel bag. She said she could not remember what vehicle was parked next to her, but believes she may have been targeted because none of the other vehicles were touched. No suspects or witnesses.

OBSTRUCTION

While on patrol at approximately 6:25 a.m. on June 20, Officer Walter Larson observed a vehicle, described as a red 2008 Chevrolet Cobolt 4-door, traveling east on Centerville Road. Larson said he observed the operator’s view to be obstructed from a windshield-mounted GPS unit holder, located in the lower middle portion of the windshield, as well as something dangling from the rear view mirror. Larson said he activated his overhead lights and siren and conducted a motor vehicle stop. He approached the passenger side and asked the operator for his license, registration and proof of insurance. He said the operator was identified as James R. Gushlaw, 25, of 29 Standard Avenue, Apt. 1, West Warwick. Larson said he advised Gushlaw of the reason for the stop and as he spoke with him, Gushlaw took the tassel from a graduation cap off the rear view mirror as well as the GPS windshield-mount and apologized. Larson said he returned to his cruiser to run checks on Gushlaw and his passenger. He said the vehicle was actively registered to Gushlaw and both he and the passenger had active licenses, however Gushlaw was wanted out of Fourth District Court for Failure to Appear for a technical violation. Larson said the original charge was Disorderly Conduct and the arresting police department was Charlestown. He said the passenger was not wanted. Gushlaw was then taken into custody without incident and transported to Warwick Police Department Headquarters for processing. Larson said Gushlaw was secured in a cell, where he awaited transport to the Adult Correctional Institution since his warrant was hold without bail. The passenger drove the vehicle from the scene.

DUI

Officer Ryan Lancaster responded to Cambridge Avenue at 8:46 p.m. on June 14 for a report of a motor vehicle accident where a vehicle struck a house. Upon arrival, Lancaster said he found a gold 2001 GMC Yukon with Florida plates had crashed head on into the side of a house. There was also a damaged telephone pole, which the vehicle had struck prior to striking the house. Upon approach, Lancaster said he noticed a white female walking away from the vehicle with an unsteady gait and appeared to be upset.

Upon speaking with her, Lancaster said she was identified as Kathryn E. Shinton, 25, of 555 Roosevelt Avenue, Apt. 3, Central Falls. She told Lancaster she was the driver and sole occupant of the Yukon. She said she had just left her friend’s house, and then pointed to a house directly next door to the house she had struck, and then lost control of her vehicle and ran into the side of the house on Cambridge Ave. While speaking with Shinton, Lancaster said he noticed she had bloodshot watery eyes and her speech was slurred. He said she was unable to maintain her balance and swayed from side to side and he detected an odor of an alcoholic beverage emanating from her breath while she spoke. Larson said he asked Shinton if she had consumed any alcoholic beverages that night and she said “yes, two coronas with lime.” She told Larson she drank the beverages while at her friend’s house and the last alcoholic beverage she consumed had been at 8 p.m. prior to the crash. Larson said he specifically asked her if she had consumed any alcoholic beverages since then and she said no. He also asked her if she had taken any medications or drugs that night and she said she had not. He then asked her if she would submit to a series of Standardized Field Sobriety Tests and she agreed to do so.

After conducting the tests, in which Shinton was unable to maintain the instructional position and broke heel to toe multiple times during the Walk and Turn test, among other clues, Larson determined that she was unable to safely operate a motor vehicle. Larson said Warwick Rescue 3 was on scene and at the conclusion of the field sobriety tests, Shinton requested to be checked by the EMS staff. Larson said she was taken into the back of the ambulance and evaluated by Rescue personnel. Shinton further requested transport to a hospital and was taken to Rhode Island Hospital. Upon arrival, Larson said he was advised that Shinton had not consumed anything during transport and no drugs had been administered to her. Once Shinton was in a hospital bed and tended to by Emergency Room staff, Larson said he read Shinton her rights and allowed her to make a confidential phone call, which she did. After the phone call, Larson said he asked Shinton if she would submit to a chemical test, which she refused.

Shinton was charged with DUI-BAC Unknown and released to hospital staff with the following summonses: Third District Court summons for DUI 1st Offense – BAC Unknown, and Failure to Submit to Chemical Test 1st Offense with a court date at the Rhode Island Traffic Tribunal.

    Logic would dictate that anyone with a warrant or two hanging over their head would be a model citizen and driver, but I always read about them committing a stupid infraction or being involved in some other petty incident and getting nabbed- nothing like spending some time in ACI Intake instead of just taking care of your business like an adult and going before the judge.

    Some simple folks also believe that the reason they sit waiting in Intake is to punish them for missing their court date. Nope...you're waiting because those who took care of their business are in line, on the docket, AHEAD OF YOU.

    Warwick has a lot of these kinds of arrests and I congratulate our sharp-eyed, self-initiating police officers.

    FYI- even if you're not directly involved in the stop or incident (for instance a passenger in the car, or a friend of the subject or a witness), you're getting a background check.

    Take care of your business or expect to be "inconvenienced".
