POSSESION

OF MARIJUANA

Officer Timothy Lipka reports observing a vehicle operating in the area of Warwick Avenue and North Country Club Drive on July 16 at approximately 7:45 p.m. with a display of plates violation on the car’s rear registration plate.

After effecting a motor vehicle stop, Lipka asked both the operator and passenger for identification. The officer reportedly detected a strong odor of marijuana emanating from the interior of the vehicle through the open driver’s side window. He asked the female operator if there was any marijuana inside the vehicle, and she reportedly stated she had “marijuana roaches” in her cupholder.

After asking the driver to exit the vehicle, Lipka approached and asked the same question of the passenger, who reportedly stated he had about half an ounce of marijuana in the car’s center console. After asking the passenger to exit, Lipka performed a Terry pat of the passenger, which proved negative for dangerous or illegal items. Lipka performed an interior check of the vehicle and found a cellophane bag containing a greenish-brown leafy substance he believed was consistent with marijuana, which was seized.

Passenger Joseph Vincent, 21, of 28 Newell Road in Cranston, was issued a summons for possession of marijuana-one ounce or less, with a mandatory Rhode Island Traffic Tribunal hearing.

Driver Morgan Norris, 20, of 60 Orlo Ave. in East Providence, was issued a summons for display of registration plates.
