WARRANT

Officer Matthew Higgins reports being on a directed patrol of the Motel 6 at 20 Jefferson Boulevard at 7:22 p.m. on Aug. 19, when he observed two males sitting in a vehicle that appeared to be drinking beer. While approaching the vehicle, he said he observed the passenger of the vehicle open the door and attempt to walk away. After Higgins identified himself, he said the subject stopped and returned to the vehicle, at which time he identified himself through a Massachusetts identification card as Scott Haapanen, 51, of 63 Parker St. in Springfield, Mass. Upon running checks on Haapanen, Higgins said it was found that he had three bench warrants. Haapanen was then placed in handcuffs and searched prior to being secured in Higgins’ cruiser. Haapanen was then transported to Warwick Police Department headquarters, where he was booked and processed for the warrants. The warrants were removed from the system.

Officer Christopher Lo reports operating a marked Warwick Police Department cruiser westbound on Easton Avenue at 5:55 p.m. on Aug. 16, when he observed a vehicle take a left hand turn from Easton Avenue on to Meader Street without using its turn signal and failing to stop at a clearly posted stop sign. Lo said he followed the vehicle and attempted to pull it over in the area of Kiwanee Road and Ralston Street. Lo identified the operator as Henry Betances Chazez, and the front seat passenger identified himself as Anthony Neal, 22, of 199 Winthrop St. in Woonsocket. After running checks on both Chavez and Neal, Lo said it was learned Neal had a warrant affidavit out of the Woonsocket Police Department for the violation of a protective order. After confirming the warrant was still active and another officer arrived on scene to assist, Lo said Neal was removed from the vehicle, searched for weapons yielding negative results, and was placed in handcuffs. Neal was then transported to Warwick Police Department headquarters, where he was fingerprinted and processed. The warrant was removed from the system. Lo said Neal was held for the Woonsocket Police Department to arrive and take custody of him. Prior to leaving the scene and transporting Neal to headquarters, Lo said he issued Chavez a citation for obedience to stop sign and released him from the scene.

Officer John Zaborski reports he and another officer were dispatched to the Warwick Animal Shelter at 1950 Elmwood Ave. at 8:57 p.m. on Aug. 17 for the report of a subject to eject. Upon arrival, Zaboarski said he met with the female involved, who said she had brought her sick pit bull to the veterinarian. The veterinarian then advised her that the dog had parvo virus and that it needed immediate medical treatment. The woman said she became very upset because they only advised her once the dog was in the back that it was going to cost approximately $500 for the first dose of the IV treatment, as well as X-rays, among other things. She told Zaborski she did not get any notice that it was going to cost that much. She then said upon further review the veterinarian advised her the dog would need to stay there for approximately three to four days and they gave her an estimate of approximately $1,900. The woman said she became irate and she was going to call her lawyer to take legal action against the animal hospital.

Zaborski said upon running checks on the woman and her boyfriend, the boyfriend came back with an active license, however the woman, identified as Carla Patricia Vieira, 40, of 21 Mary St., Apt. 3 in Pawtucket, came back with a bench warrant issued from Sixth District Court for failure to appear for ability to pay, with an original charge of shoplifting out of Providence. Vieira was then placed in handcuffs, and Zaborski said both parties were advised that the monetary issue was civil in nature and that it would need to take it up in civil court.

Vieira was then transported to Warwick Police Department headquarters, where the warrant was removed. Zaborski said Vieira did have a license on her with a married name of Carla Caquia with the same date of birth. Her married name did come back with her having an active license but not showing the warrant. Zaborski said the bail amount was $3,285 with surety and he advised Vieira she would need approximately $530 due to the fact of the time and that was the monetary funds needed to get out of going to the Adult Correctional Institution. Zaborski said he spoke to Vieira’s sister in the lobby, who said she would bring the money down to headquarters. Due to the fact Vieira could come up with the monetary funds, she was held for the bail commissioner.
