Residential and commercial property owners can expect to see an increase in the valuation of their property when they start receiving letters tomorrow.

But City Tax Assessor Christopher Celeste is not prepared to release what percentage increases residential and commercial property owners can expect to see with the first full citywide property revaluation in nine years. Celeste went as far as to say Friday, “it’s up a bit, but not that much. ” However, not until the two companies conducting the revaluation have completed reviews and adjustments would he feel comfortable about releasing information on increases and possibly value decreases by neighborhoods or types of property such as waterfront property that is such a large part of the city.

“Everything is done,” Celeste said Friday.

In addition to mailed notification of property values, values can be viewed on the city’s website. Celeste said the online database was set to go live yesterday, and he pointed out that people looking to get a picture of changes in values by neighborhood could do so by viewing property values. He said the postings would show both the former and the new valuation. The address of the database is gis.vgsi.com/warwickri.

Tyler Technologies Inc. valued residential properties – visiting all of them and gaining access to about 6,300 of the more than 30,000 homes. Vision Government Solutions Inc. completed commercial valuations using data gained from field reviews, sales conducted between January 2014 and Dec. 31, 2015, as well as data related to rents, vacancies and expenses.

According to the release, “Extensive sales analysis and research of market trends have been done to replicate current market value following recognized appraisal practice and performance standards set by the International Association of Assessing Officers (IAAO) in establishing the level of market value and uniformity of appraisals for assessment purposes.”

Celeste said property owners contesting valuations or with questions would be able to schedule a hearing, which would commence next Monday. Hearings will be held Monday, Tuesday, Wednesday and Friday. Night sessions are being planned for those who can’t make it during days.

Those scheduling an informal meeting can expect to meet one-on-one with an appraiser from Tyler in the case of a residential property or Vision for a commercial property. The appraiser will go over property characteristics and discuss the valuation methodology used to arrive at the proposed assessment.

Property owners are encouraged to bring in any information that would be relevant to the property’s value. The most common items include any recent appraisal conducted on the property, any recent sales information close to the property, and photographs showing conditions that may have an effect on the value of the property. Commercial property owners should be prepared with income and expense information.

Any property owner who has an informal review with Tyler or Vision will be notified by mail of the disposition of their inquiry. If the property owner still feels the property is appraised incorrectly, they may file an appeal to the tax assessor after the tax bills are issued. Applications for a formal property value appeal will be available at the tax assessor’s office and on the city’s website once the tax bills are mailed.

    And while your taxes are increasing, the DPW is way overstaffed to the point that trucks are hiding in the woods, the WFD "hero's" are taking a million dollar rig to stop and shop to buy birthday cake, and Scotty is jet setting all over the world.

    Not to mention the chair of the finance committee is a complete moron, and the council president cant recite her A,B,C's. Councilman Chadonet and legal council Harrington cant stay awake at a meeting and are borderline illiterate.

    Oh, I almost forgot, the poor firefighters only have 140 sick days, 14 paid holidays, 24 vacation days, and $1450 for uniform allowance. All for sleeping 2/3 of their career.

    Meanwhile, Scotty is giving us all the middle finger wave.

    According to my research, real estate taxes have gone up for every homeowner in Warwick. Every homeowner except one: Mayor Scott Avedisian who is the owner of 200 Atlantic Ave. His "assessed" value decreased to $158,300 which made his taxes go down. His "appraised " value, according to Eppraisal, an unbiased on-line evaluation company, is $275,000.

    If you think taxes should go up for everyone except the Mayor please vote for him. If, like me, you feel taxes should go up when values do, and taxes should go down when values go down then please vote for me. I will use an unbiased method like Eppraisal or Zillow to determine values when I am Mayor.

    Whats interesting is that my 93 year old mothers house went up $21,000 but her Rep. Joe Shekarchi's property's went down $110,000. Donna Travis' house went down, Dave Picozzi's house went down. Several people on the Warwick sewer association went down. Think about it.

    First and foremost you of all people should know that appraisals and assessments are not one in the same. Eppraisal.com has the Mayors house appraised at 275,000 but a similar site Zillow.com has it at 190,000. That's a major discrepancy, but you would want to use these unbiased sites to value homeowners properties? Also, are you saying that a private New England Company like Vision Appraisal that's been around a long time is not doing their job properly. If there is anything fishy going on, its happening at City Hall by the Assessor and his Staff, or they are being directed to change values for the inner circle.

    I want all residence to understand one thing, since Mr. Corrente is making it seem so cut and dry. Its not about property values going up or down that shapes if your taxes go up or down. Every year the city puts forth a budget, and unfortunately it is increased every year due to obligations (Pay raises, Benefits) and commodities as we all know rise in price. The city will set a tax rate based on the need to fund that budget. My point being if you want to cut taxes you need to cut the budget, cause no matter if my value drops or rises, the city tweaks the rate to get what they need. I am not condoning it, I am a concerned citizen like the rest. I am tired of people not understanding that until we cut the budget your taxes will always rise.

    Dear GTool80,

    You're right! I do know the difference between "appraised value" and "assessed value". But I was only trying to show that when one goes up the other MUST also go up. It was only the direction that I was trying to compare not the method used. If "appraised" value goes up Then "assessed" value CAN'T go down. I understand they will always be a different number but the same pressures that push one up or down MUST push the other unless something fishy is going on and I think you and I agree that it is.

    What a scam! Half Piccozzi's road is down and half is up? Considering the location and the condition of his neighborhood, ALL those house values should have gone up! I have a house that burned and two depressed, unoccupied houses on my street and every house value on my street went up! No reason for him and his neighbors values to go down except fraud!

    We already pay a disproportional amount of taxes versus services. And they went and ADDED another $300,000 to the school budget even though we've lost thousands of student.

    My taxes have been raised to almost A THOUSAND dollars since I've moved here in 2009 but my house value is still down FIFTY THOUSAND than when I bought it.

    Thanks for nothing WARWICK.
