To the Editor:

We appreciate the Warwick Beacon’s recent coverage of the new broker system in place for Rhode Island Medicaid members, but we would be remiss if we didn’t take the opportunity to clarify some of the facts concerning transportation provider payments. 

LogistiCare began managing the non-emergency transportation needs of Rhode Island Medicaid members May 1. This new system rightfully requires more stringent credentialing standards, which will only serve to protect Rhode Island Medicaid members and guarantee transparency within the system. The state-approved contract between LogistiCare and the transportation providers we use requires proof of a compliant certificate of insurance (COI). Without this proof, the process to activate a transportation provider cannot be completed, which is likely to cause administrative delays.

Recognizing that new credentialing standards may cause some level of confusion – typical of new program rollouts in other states – we allowed transportation providers a 30-day grace period to attain compliance and submit the necessary COIs.

LogistiCare also offered additional administrative training to our transportation partners and accelerated payment whenever possible. Working through the new state credentialing process delayed some payments for two vendors, which subsequently have been rectified.

These details did not affect members’ rides or experience as state law allowed providers to continue meeting their healthcare transportation needs during that time.

Since LogistiCare and its transportation partners started, 99.3 percent of rides have been scheduled and completed without issue. One missed ride is too many, and we strive every day to serve Rhode Island’s Medicaid members to the highest standards.

We have successfully accomplished this goal for more than two decades and across 40 states. Our track record shows we improve efficiency, provide greater consistency of service and save taxpayers money.
