On Feb. 14 at 10:43 a.m., Officer Scott Chanthaphouvong was dispatched to the Lockwood Condos, 3524 West Shore Road, in reference to a vandalism complaint.

Upon arrival, Chanthaphouvong met with the victim, who said he went out to his vehicle that morning and discovered that the rear window had been shattered. There was also a hole in it.

The man told Chanthaphouvong he last used his vehicle the night before around 5. He also said he would press charges if the perpetrator is apprehended. No suspects at this time.

LOST PHONE

On Feb. 9 at 10:01 p.m., Officer Quentin Tavares was dispatched to the Crowne Plaza, 801 Greenwich Ave., for a report of possible lost property. Prior to his arrival, dispatch advised the reporting party had lost his cell phone in the ballroom.

Upon arrival, Tavares met with a man, who said he had attended a Bank of Newport event at the Crowne Plaza in the grand ballroom that day. At the end of the event around 7:30 p.m. when he was leaving the grand ballroom, he realized he left his iPhone 6S plus 128MB valued at $1,400 on the table.

The man said he returned to the Crowne Plaza around 7:50 and asked if the phone had been returned but was advised no phone had been returned. He said he attempted to call the phone but it was turned off. He believed someone had possibly walked off with it. He asked hotel security if they had any surveillance cameras in the grand ballroom but was told there were none.

The man said he would like to press charges if anyone is apprehended for the theft of his phone. A report was taken for documentation purposes. There were no suspects.

SHOPLIFTING

On Feb. 9 at 2:15 p.m., officers were dispatched to Kohl’s at 650 Bald Hill Road in reference to a shoplifting in progress. Prior to arrival, officers were advised there were three females involved who had left in a maroon vehicle headed toward Wendy’s at the same address. The vehicle registration came back as an R.I. registration on a 2003 red Ford, possibly a Windstar, and an address in Central Falls. While officers were attempting to locate the vehicle on Route 95 northbound, Officer James Vible said it passed him while he was positioned on the highway. The vehicle later stopped just prior to the Warwick-Cranston line.

At that time, Officers Darren Parrillo and Murray arrived on scene. There were three females and one male in the vehicle. Parrillo said an investigation was conducted and a follow-up with Kohl’s loss prevention, who was on scene with Lieutenant Joseph Hopkins. They made an identification of the involved females, which matched the females who were in the vehicle and the vehicle in question matched. None of the occupants in the vehicle had a Rhode Island license, so it was later towed from the scene. The three females were taken into custody for shoplifting.

Parrillo responded to the Kohl’s loss prevention office, where he obtained a written statement from the loss prevention supervisor, who said he observed two Hispanic females select various items, head into the fitting room, where they concealed the items in their purses, and then exit the fitting room and the building passing all points of purchases and making no attempt to pay for the merchandise. When approached by loss prevention, the women ran and jumped in a maroon minivan and took off.

Parrillo said at this time, it is unknown how many items were taken or a value of the merchandise due to the fact that two large bags were recovered and left in the loss prevention office for the supervisor to go through and document.

Parrillo said he viewed video surveillance and verified that the two females in question who were taken into custody positively matched the females who were shoplifting in the video. The third female on scene admitted to shoplifting as well.

Parrillo took custody of Marilyn Herrera, 18, of 265 Waverly St., Providence, who on scene was the female that reportedly verbally admitted she had shoplifted items from Kohl’s. Herrera was transported to Warwick police headquarters, where she was processed and later released with a District Court summons. Herrera was charged with one count of misdemeanor shoplifting.

The other two females, who were identified as Jackeline Perez Soto, 22, of 933 Douglas St., Providence (operator of the vehicle) and Lilliam Muniz, 43, of 265 Waverly St., Providence, were taken into custody by Vible and transported to police headquarters, where they were processed without incident.

Vible said Soto was positively identified from an old DMV photo and it was determined through routine checks she did not have a valid license to operate a motor vehicle.

She was issued a violation for driving without a license, with a mandatory Third District Court date. Parrillo said dispatch advised that Soto had several different spellings of her name and two dates of birth listed, and it was eventually discovered she had a warrant out of Third District Court for failure to appear for arraignment on Jan. 26, 2016. Soto was issued a summons for one count of misdemeanor shoplifting with a Third District Court date and was held pending the bail commissioner to confirm additional court dates.

DUI & REFUSAL

On Feb. 7 at 1:30 a.m., Officer Timothy Lipka observed a vehicle pass by his location with “extremely bright” high beams on and following the vehicle in front of it too closely, “with less than one car length in between it and the vehicle in front of it.” Lipka began to follow the vehicle and observed it to cross over the double yellow lines into the oncoming travel lane multiple times and then swerve back into the proper travel lane.

Lipka then initiated a motor vehicle stop on Warwick Avenue at Wayne Street. He approached the vehicle and identified the operator and sole occupant of the vehicle as Robert Bruno, 28, of 90 Rome Ave., Warwick, by his R.I. driver’s license. Lipka said he immediately detected a strong odor of an alcoholic beverage emanating from inside of the vehicle and observed Bruno to be slurring his speech as he spoke. Bruno said he was coming from Picasso’s and had a couple beers there. After Officer Jeremy Smith arrived on scene, Bruno exited the vehicle to undergo a series of standardized field sobriety tests. While standing next to Bruno, Lipka said he detected a strong odor of an alcoholic beverage emanating from his breath and he appeared to be unsteady on his feet and had difficultly walking.

Based on the test results, during which Bruno failed to maintain his balance, Lipka concluded Bruno was impaired and unfit to safely operate a motor vehicle. Bruno was taken into custody and transported to Warwick Police Department headquarters, where he refused to submit to a chemical test.

Bruno was processed and issued summonses with mandatory court dates for driving under the influence of drugs or alcohol (first offense, B.A.C. unknown) and refusal to submit to a chemical test (first offense). He was also issued summonses for Interval between vehicles – following too close, laned roadway violations, and use of multiple beam lamps, with a pay-by mail fine or optional R.I. Traffic Tribunal Court date. Bruno was then turned over to a sober adult.
