MARIJUANA FOUND

After an exhaustive investigation, at approximately 10:00 am on Thursday, July 20, members of the Johnston Police Narcotics unit assisted by members of the uniform and detective divisions executed a search warrant at 9 Brown Ave., 194 feet from Brown Avenue School.

A search of the residence resulted in the discovery of a marijuana cultivation operation in which 47 plants were seized along with thousands of dollars worth of equipment associated with a marijuana grow.

The owner of the residence, Hector Rosa, 43, who has no previous record, was taken into custody and charged with manufacture/possession/delivery of schedule I/II-Felony and manufacturing of a controlled substance near a school (violation if within 300 yards) a felony.

All of the evidence was seized by Johnston Police BCI Detectives. Rosa was transported to police headquarters and held until his arraignment at District Court in Warwick on Friday morning. As a result of this investigation a second search warrant was executed on Brown Ave., which yielded no further contraband.

ROAD RAGE

The Rhode Island State Police are seeking witnesses to a road-rage incident in which the occupant of a car traveling north on Route 146 fired several shots at another car near the on-ramp to Interstate 295 shortly after noon today.

According to a press release, the suspect’s vehicle was identified as a red, late-model (2014 or later) Nissan SUV (Rouge, Murano or Pathfinder). It was last seen traveling north on Route 146, at the intersection of Route 146 North and Route 146A in North Smithfield. The victim’s car was a blue 2010 Hyundai Santa Fe. No one in that vehicle was injured.

Captain Derek Borek said the road-rage incident began on Route 146 North near Twin River Road in Lincoln shortly after noon. As the two cars headed north on Route 146, the shots were fired as the cars approached the exit for Interstate 295.

Anyone who may have been traveling in this area between 12:15 p.m. and 12:45 p.m. and saw these vehicles, or anyone who has information that could lead to the identification of the red Nissan SUV, is asked to call the Rhode Island State Police Lincoln Barracks at 401-444-1100.

LARGEST FINE

The Rhode Island State Police Commercial Enforcement Unit has issued a fine of $57,000 to Bay Crane Northeast of Smithfield, which owns and operates a tractor-trailer truck stopped on Route 4 in East Greenwich on June 27 for hauling cargo that exceeded the weight limits for state roadways.

The company was transporting a 560,524-pound generator through Rhode Island without the necessary permits to travel on state roads with a load that size. The maximum allowable load without a permit is 80,000 pounds.

According to a press release, based on an investigation by the Rhode Island State Police Commercial Enforcement Unit, the company was issued a fine of $57,000, with a summons to appear before the Rhode Island Traffic Tribunal on Aug. 31.

This is believed to be the largest fine ever issued for a motor vehicle violation in Rhode Island.

UNSAFE VEHICLE

While on routine patrol on July 14 around 9:45 a.m., Patrolman Charles Psilopoulos detained a commercial vehicle in the area of George Waterman Road and Teakwood Drive for an unsecured load. Checks on the vehicle showed that it belonged to J&D Landscaping and Lawn Care Inc. out of Harrisville. The operator, identified as Lukas Rosenholm, 29, of 596 Danielson Park Apt. 1B in North Scituate, was found to have a suspended license as well as a Superior Court full bench warrant for failure to appear.

Officer Psilopoulos then conducted an inspection of the vehicle, which found 10 violations. The vehicle was later released from the scene.

Rosenholm was arrested and transported to police headquarters where he was charged with driving with a suspended license. J&D Landscaping and Lawn Care Inc. was issued a summons for Federal Motor Carried Safety Administration violations and maximum weight violations.

SUSPENDED LICENSE

On July 14 at approximately 7 a.m., Officer Joseph Scotti was on a traffic post in the area of 1025 Plainfield St. when he observed a car traveling west with an operator who was not wearing her seat belt.

A traffic stop was initiated, and the driver, identified as Rossi Salcedo, 23, of 34 Warren St. in Providence, provided the officer with her documentation. A background check revealed that Salcedo’s license was suspended. She was issued a District Court notice and charged with driving with a suspended license. She was also mailed a Municipal Court summons for not wearing a seat belt. A licensed operator then responded to the scene and took possession of the car.

ERRATIC OPERATOR

Officer Charles Psilopoulos was dispatched to the area of 9 Greenville Ave. on July 15 just after 1 a.m. for an erratic operator detained by Johnston Fire and Rescue personnel. At the scene, the officer observed a tan Hyundai belonging to Michelle LeBlanc, 47, of 952 Manton Avenue in Providence, facing east on Greenville Avenue.

JFD personnel advised that, while traveling south on Killingly Street, the car crossed the center lane and headed towards their rescue vehicle. According to the JFD, they pulled over to avoid a collision then turned to follow it. The crew then activated their emergency lights in an attempt to stop the car.

LeBlanc was placed under arrest then released at the scene with a District Court summons for driving with a suspended license and laned roadway violations. Her car was then towed from the scene.

SUSPICIOUS SUSPECT

Around 1:42 a.m. on July 12, Officer Joseph Scotti was dispatched to the area of Angell and Putnam Avenues for a report of a suspicious male looking into vehicles. Officers responded to check the area and made contact with a male subject wearing a black backpack in the middle of Angell Avenue.

The man, later identified as Ryan Romano, 22, of 41 Lincoln St. in Smithfield, willingly opened his backpack to show that he had no intentions of stealing any items out of vehicles in the area. Romano indicated that he had been in the area for most of the day staying at a friend’s house. He then stated that he was walking down Angell Avenue as he had nowhere else to go, and that he was trying to get to Providence where his girlfriend resides.

Dispatch then advised the officer that Romano had an active Third District Court bench warrant for failure to appear on a shoplifting charge, and that he had a second warrant for harassing phone calls. He was then arrested and transported to police headquarters, where he was later transferred to the Barrington Police Department for the outstanding warrant there.
