MISSING MICHIGAN GIRL FOUND

A missing 15-year-old girl from Michigan was located in Warwick on Tuesday, and a city resident is now facing charges of sexual assault.

Charles J. Morancey, 43, of 1110 Main Ave., entered no plea to four counts of third-degree sexual assault during his arraignment Wednesday in Third Division District Court.

His bail was set at $25,000 bail with surety, and he was ordered to have no contact with juveniles or access to the internet. His next court appearance is scheduled for Sept. 30.

According to Warwick Police, the Allegan County Sheriff’s Office in Michigan contacted local detectives on Tuesday to request assistance in locating the 15-year-old. Michigan authorities indicated the girl had been missing since Aug. 2 and an investigation provided reason to believe she may be located in Warwick.

Police subsequently conducted surveillance of a Warwick residence and made contact with the missing girl. Morancey was then located and taken into custody as a fugitive from justice on charges out of Michigan, as well as the local charges.

The investigation remains ongoing, police said.

According to reports in Michigan-area media outlets, the girl had last been seen on the afternoon of Aug. 2. The girl’s parents told media outlets that their daughter met Morancey through Instagram and that he drove to Michigan to pick her up.

DUI

Shortly after 11 p.m. on July 27, Officer Richard P. Odell was on patrol with another officer when they observed a gray 2018 Chevrolet Impala in the left northbound lane of Post Road at the intersection with Airport Road.

The vehicle was stopped for a red light. Odell reports that when the light turned green, the vehicle “accelerated through the intersection, traveling left of center with the two left tires going over the yellow line almost into the left turn lane of the southbound lanes of Post Road.”

According to Odell, the vehicle then corrected in the northbound lane and continued at a speed of approximately 25 mph, which is 10 mph below the posted speed limit.

A motor vehicle stop was initiated near the Valvoline at 1600 Post Road. Odell made contact with the operator and “immediately detected a strong odor of alcohol emanating from the interior of the vehicle.” The operator additionally reports that the operator’s “eyes were bloodshot and watery and his speech was slurred.”

The operator is said to have agreed to undergo field sobriety testing, which he reportedly failed. The operator was also administered a portable breath test, which reportedly found his blood alcohol content to be significantly above the legal limit.

Fernando R. Garcia, 30, 412 Wellington Ave., Apt. 2, Cranston, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, Garcia is said to have refused a chemical breath test.

Garcia was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of driving under the influence. He was additionally cited for refusal to submit to a chemical test and crossing an intersection or divided highway.

VANDALISM

Just before 7:30 p.m. on July 29, Officer Michael D. Walker responded to the Irving Oil location at 4552 Post Road for a report of vandalism to gas pumps.

At the scene, the owner of the gas station said the glass and LCD display on one of the pumps had been smashed. He first observed the damage upon arriving at the location at approximately 7 a.m. that morning.

No security camera footage was available, and no suspects were immediately identified.

LARCENY

Shortly after 1:30 p.m. on June 28, Officer Brian J. Holleran responded to the Smart Tan salon at 1276 Bald Hill Road for a report of a larceny.

At the scene, the reporting party told Holleran that two former employees had come to the salon earlier that day to collect their final checks. One of the women, while collecting personal items, is said to have taken $91 from the register and falsely claimed she had received permission from boss of the salon to do so. The two former employees then left the store before the reporting party could make contact with the boss.

An arrest warrant on a charge of larceny under $1,500 was subsequently issued for the woman who took the cash.

On Aug. 1, Emma Campbell, 31, 37 Maple St., Cranston, responded to Warwick Police headquarters to turn herself in on the warrant. She was arrested and processed before being released with a summons to appear in Third Division District Court.

On July 29 at approximately 12:40 p.m., Officer Gregory C. Accinno responded to Magic Years Child Care at 2890 Post Road for a report of larceny from a work van.

At the scene, the reporting party told Accinno that the catalytic converter – valued at approximately $300 – had been removed from a 2003 Ford E350. The damage was discovered at approximately 11 a.m. that morning, and the vehicle had last been seen at 6 p.m. on July 26. The reporting party also indicated the catalytic converter had been taken from another of the facility’s vehicles in January.

Accinno observed the damage, although there were no signs of tools used in the theft or other evidence. Surveillance footage from an adjacent property was requested.

SUSPENDED LICENSE

Just after 4 p.m. on Aug. 2, Officer Anthony J. D’Abrosca was conducting a patrol when he observed a driver texting at the intersection of Greenwich and East avenues.

D’Abrosca initiated a motor vehicle stop and made contact with the operator. A subsequent records check revealed that the operator was wanted on a bench warrant issued from Superior Court, that his license was suspended and that he had at least two previous convictions for driving with a suspended license.

Additionally, the operator acknowledged having a small baggie of marijuana in the vehicle. A search found less than an ounce of marijuana in a plastic sandwich bag, along with a glass pipe with burnt marijuana inside the bowl.

Robert K. Ferreira, 47, Swansea, Massachusetts, was taken into custody on the warrant and charged with driving with a suspended license, third or subsequent offense. He was additionally cited for possession of marijuana, one ounce or less, and text messaging while operating a vehicle.

He was transported to Warwick Police headquarters for processing and later taken to the Adult Correctional Institutions.

    Mr. Morancey and others of his ilk should be handcuffed around a telephone pole in his victim's neighborhood after his trial; if he hasn't assumed ambient temperature by morning, THEN take him to prison.
