Police Log - 03/17/20

DUI

Just before 7 p.m. on March 6, Officer Ben Bratko responded to Dave’s Fruitland at 2687 West Shore Road for a report of a motor vehicle offense in progress. Dispatch advised that a vehicle had been observed operating erratically and driving into oncoming traffic.

While en route, Bratko observed the suspect vehicle – described as a 2012 Honda Civic – make a U-turn on West Shore Road and drive past Main Avenue. The officer followed the vehicle and observed it repeatedly cross the center yellow line and drive straight through a right-turn only lane.

Bratko initiated a motor vehicle stop and made contact with the operator, who is said to have exhibited “bloodshot and glassy” eyes. The officer additionally reports detecting a “strong odor of an alcoholic beverage” on the operator’s breath.

The operator is said to have acknowledged consuming alcohol earlier that day and agreed to undergo field sobriety testing, which he reportedly failed.

Pietro Celseti, 58, 140 Cannon St., Cranston, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Celseti was charged with driving under the influence and help pending an appearance before a bail commissioner. He was additionally cited for refusal to submit to a chemical test and laned roadway violations.

LARCENY

At approximately 9:40 a.m. on March 4, Officer Tomas Bogusz responded to a Health Avenue residence for a report of a four-wheeler vehicle being stolen from a shed.

At the scene, the reporting party told Bogusz that he discovered the theft of the vehicle – described as a 2004 Yamaha Banshee – at approximately 8 a.m. that morning. A locked chain that had kept the vehicle in place had been cut and nearby bushes were visibly bent, indicating the culprit had moved the vehicle in that direction. The officer also observed a tire mark that appeared to be from the vehicle.

No security camera footage was immediately available. The matter was documented and forwarded to detectives.

At approximately 10:30 a.m. on March 10, Sgt. Stephen Major responded to the lobby of Warwick Police headquarters regarding a larceny complaint.

The reporting party, a Chester Avenue residence, told Major that he had ordered a small video camera online but never received the item. Shipping records from the company and the U.S. Postal Service, however, confirmed the package had been delivered. The Postal Service is also said to have advised that other thefts of packages had been reported recently in the area.

The matter was documented.

At approximately 12:20 p.m. on March 11, Sgt. Stephen Major responded to the lobby of Warwick Police headquarters regarding a larceny complaint.

The reporting party told Major she had thrown a party at the Wyndham Hotel on Post Road between the hours of 6 p.m. and midnight on Feb. 22. The event included décor and strobe lights rented from Pawtucket-based Quality Rental.

According to the reporting party, the rented items were meant to be left at the venue and picked up by the company the next morning. She said she left the venue at 1 a.m. after the event ended and the items were still there, but that the company found the strobe light – valued at $4,500 – was missing when its employees arrived at approximately 9 a.m. on Feb. 23.

No security camera footage was immediately available. The matter was documented.

SHOPLIFTING

Just after 6 p.m. on Feb. 29, Officer Maxwell Neiley and Detective Hovsep Sarkisian responded to the Mobil gas station at 15 Jefferson Boulevard for a report of a shoplifting incident in progress.

Dispatch advised that according to the reporting party, the male suspect had taken a pack of cigarettes and a bottle of soda – valued at a combined $12.33 – before leaving the scene on foot.

While en route, Neiley observed a man matching the suspect’s description. He made contact with and detained the man, who was later positively identified by an employee at the gas station.

Nicholas Frank Ciolfi, 36, 17 Maynard St., North Providence, was arrested on a charge of shoplifting and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court.

SUSPENDED LICENSE

Shortly after 6:30 p.m. on March 7, Sgt. Geoffrey Waldman was conducting a routine patrol on Kilvert Street when he observed a white SUV heading north on Metro Center Boulevard.

The vehicle is said to have made a right turn onto Kilvert Street without stopping at a stop sign. Waldman followed the vehicle – a 2019 Hyundai Tucson – as it proceeded onto Jefferson Boulevard, at which point he initiated a motor vehicle stop.

Waldman made contact with the vehicle’s female operator and male passenger, who was also its registered owner. A subsequent records check revealed the operator had a suspended license and two previous convictions for driving with a suspended license.

Kristen Miguel, 25, 360 Sharon St., Providence, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court and a citation for obedience to stop signs.

The vehicle was turned over to the passenger and released at the scene.

Just after 6 p.m. on March 10, Officer William Holz was conducting a traffic patrol on Post Road when he observed an expired inspection sticker. A check of the vehicle’s registration found it was suspended.

Holz initiated a motor vehicle stop and made contact with the operator, who was found through a records check to have a suspended license and two previous convictions for driving with a suspended license.

Ryan D. Moya Fernandez, 22, 9 Bridgton Court, Cranston, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court and a citation for driving a vehicle with a suspended registration.
