NOTICE CITY OF WARWICK PUBLIC HEARING

Notice is given pursuant to Rhode Island General Laws 45-22.2-8 that a Public Hearing will be held in the Council Chambers, City Hall, 3275 Post Road, Warwick, Rhode Island on March 7, 2022 at 7:00 p.m. The purpose of the Public Hearing is to consider the proposed ordinance to amend the Comprehensive Plan as summarized below:

Title:  An ordinance relative to amendment of Appendix B, Comprehensive Plan 2013-2033 of the City of Warwick regarding regulations for the installation and siting of solar energy systems (PCO-2-22)

Applicant:  City of Warwick

Location:  City Wide

Amended Sections:  Part I, Chapter 2, Section D
Part II, Chapter 5, Section F
Part VI, Chapter 11, Sections B, D & E
Part VI, Chapter 13, Section F

Reason for Change:  The Warwick City Council desires to amend various sections of the City’s Comprehensive Plan as outlined herein to encourage the use of solar energy systems within the built environment to preserve the city’s existing open space.  

Amendments:  In general, the proposed Comprehensive Plan  amendment will: Seek to improve water and air quality by preserving forests, farmland and open space from solar development; Explore micro-scale solar in recreational structures; Identify findings and challenges relative to tax incentives and solar siting policy; Update current conditions relative to solar energy systems in the City; Enhance strategies to reduce barriers to green buildings and encourage green construction; Revise implementation matrix relative to Chapter 11 – Sustainability and Resilience to encourage augmenting fossil fuels with solar power on developed sites including solar canopies and rooftop solar in existing commercial areas.

A complete copy of the proposed amendment may be examined at the City of Warwick web-page and/or copied, at cost, in the office of the City Clerk, City Hall, Warwick, Rhode Island any Monday through Friday from 8:30 to 4:30 p.m.  The proposed ordinance may be altered or amended prior to the close of the public hearing without further advertising, as a result of further study or because of the views expressed at the public hearing.  Any alteration or amendment will be presented for comment in the course of the hearing.

All persons interested in the above are respectfully requested to be present at that time and place to be heard thereon.  Individuals requesting interpreter service for the hearing impaired must notify the office of the City Clerk at 738-2006, 72 hours in advance of the hearing date.
