FATAL CRASH

Rhode Island State Police (RISP) have released limited information regarding a fatal crash that occurred Saturday on Route 95 North within the Warwick city limits.

“While the crash remains under investigation,” according to State Police, Ryan Van Winkle, 31, of Warren, has been charged with Driving to Endanger – Resulting in Death.

“(Van Winkle) was arraigned at Rhode Island Hospital,” according to RISP.  “The RI Sheriffs Department has assumed custody of Van Winkle and he will be re-arraigned in 3rd District Court on Monday, May 2, 2022.”

State Police have identified the victim of the crash as Matthew J. Yoder, 39, of Newport.

 

 

STOLEN VEHICLE

At 11:34 a.m. on April 27, Cranston Police arrested Isabely Garcia, 38, of 934 Toll Gate Road, Warwick, on charges of Possession of Stolen Motor Vehicle as a result of a Flock hit at 1000 New London Ave. Garcia awaited arraignment by the Justice of the Peace.

 

 

DUI CRASH

Around 12:29 a.m., April 13, Warwick Police responded to 854 West Shore Road for the report of a motor vehicle crash with injuries. Dispatched informed Warwick Police Officer Michael C. Maccarone that a vehicle had struck a parked vehicle that was off the roadway.

When Maccarone arrived on scene, he “observed debris consisting of plastic parts and glass scattered throughout the roadway and sidewalk,” according to the incident report.

The driver, identified as David Garcia, 45, of 11 Steere Ave., Providence, who was standing near his 2016 Ford Explorer.

“Upon making contact with Garcia, I observed his face to be flush and noticed his speech was slurred, with bloodshot watery eyes,” Maccarone wrote.

Garcia told police he was not injured. When he spoke, Maccarone noted the odor of alcohol. Garcia allegedly told police he was coming from work and had consumed three beers.

Garcia consented to a series of standardized field sobriety tests, however he seemed to have a leg injury. A Warwick Fire and Rescue unit arrived on the scene and began to conduct a medical evaluation. Garcia ultimately told rescue personnel that he wanted to be transported to the hospital.

A witness at the scene, who had reported the crash, told police the driver had an empty six pack of beer in his vehicle and a can in his hand.

“It should be noted, during inspection of the interior of Garcia’s vehicle, I observed many open and unopen(ed) cans of beer scattered throughout the front seat compartment area which would be accessible to the operator,” Maccarone wrote.

Garcia consented to a blood alcohol test at the hospital.

He was issued a summons for Driving with an Expired License (second offense), and a citation for Laned Roadway Violations, Presence of an Alcoholic Beverage (Operating/Riding in Motor Vehicle), and No Insurance (first offense). The DUI charge was held pending results of the blood test.

On April 27, the blood tests indicated that Garcia had a blood alcohol content level of 0.19, over the legal limit. He was charged with DUI of Liquor (0.15 or greater, first offense), and received a Third District Court date on May 10.
