DUI

Around 11:48 p.m., Dec. 10, Warwick Police were dispatched to 1329 West Shore Road for a reported motor vehicle crash. Dispatch told officers that a vehicle struck a car that was parked on the side of the road at that location.

Police identified the driver as Samantha S. Slater, 39, of 29 England St., Cumberland. Members of the Warwick Fire Department assessed Slater for injuries, but she declined medical attention and transport.

“I observed that Slater had bloodshot eyes, and I detected the odor of alcoholic beverage emanating from her breath as I spoke with her,” Warwick Police Officer Keara M. Enos wrote in the police incident report. I could also detect the odor of marijuana as we stood beside the vehicle. I asked Slater if she had consumed any alcoholic beverages prior to driving, to which she stated that she had consumed approximately four beers and a shot of Kahlua.”

Slater consented to a series of Standardized Field Sobriety Tests.

While searching Slater, police found 9.7 grams of marijuana. She told police she did not have an active medical marijuana card. Police charged Slater with DUI of Liquor (0.15 or greater BAC), and she was issued with a civil citation for Possession of Marijuana (1 ounce or less, 18 years or older, first offense) and Failure to Maintain Proper Control of Vehicle. At 2:25 a.m., Slater was released to the custody of a sober adult. … Around 7:45 p.m., Dec. 12, Warwick Police on routine patrol on Airport Road in the area of Dewey Avenue observed a silver 2017 Dodge 1500 slow, but not stop at a stop sign. The vehicle turned west onto Airport Road and abruptly swerved toward the curb on the right side of the road, nearly striking it, according to the police incident report.

The vehicle then corrected and continued on Airport Road, later turning south on Post Road. The vehicle then stopped suddenly at red light, all four tires over the stop line.

The vehicle then turned west onto Coronado Road, when Police Officer Keara M. Enos activated her cruiser’s overhead emergency lights and initiated a traffic stop. The vehicle pulled into the parking lot of Fast Freddies, 2003 Post Road.

Police made contact with the driver, identified as Fernando Ruiz Jr., 48, of 625 Rockland Road, Scituate. Enos wrote in the report that Ruiz appeared sleepy and the odor of alcoholic beverage was emanating from his breath as he spoke.

Police asked Ruiz where he was coming from and he told them he had left Hooters, where he was watching a football game with his friends.

“When I asked Ruiz if he consumed alcoholic beverages prior to driving he stated that he had, and said he drank ‘two beers,’” Enos wrote in the report. “I noticed Ruiz had bloodshot and glossy eyes.”

Another police unit responded to the scene. Police asked him to submit to a series of Standardized Field Sobriety Tests and he agreed. Ruiz was transported back to police headquarters where police say he refused a Breathalyzer test.

Ruiz was charged with Driving Under the Influence of Intoxicating Liquor/Drugs (BAC Unknown, first offense) and assigned a Third District Court Date of Jan. 4. He was photographed and fingerprinted, secured in a cell and later released to the custody of a sober adult.

DRIVING WITH SUSPENDED LICENSE

Around 6:49 p.m., Dec. 6, Warwick Police Officer Aaron L. Steere was patrolling near the NYLO Hotel at 400 Knight St. when he observed a 1993 Dodge van parked with its left wheels to the curb and no lights on in front of the hotel.

Steer checked the registration and determined the plates did not match the vehicle to which they were attached. Steere also discovered the registration was canceled. A short time later, Steere watched the vehicle pull away from the curb and proceed northbound onto Lambert Lind Highway.

The vehicle made a left turn onto West Natick Road and then turn south onto Bald Hill Road. Steere conducted a traffic stop in front of 399 Bald Hill Road and spoke to the operator, identified as Gary M. Rocha, 61, of 8 West Ave., Apt. 2, Pawtucket. Rocha advised police that his license was currently suspended and he knew that the plates did not match the vehicle and the vehicle was not registered.

“It was determined that this would be his third offense for driving on a suspended license,” Steere wrote in the police incident report. “Rocha was removed from the vehicle and placed in handcuffs to the rear, which were double locked and checked for tightness.”

Rocha was transported to Warwick Police Headquarters where he was booked and processed and issued a summons for Driving on a Suspended License (third offense). He received a Third District Court date of Jan. 11 and his vehicle was towed from the scene.
