Proportion of students in special education does not explain per-pupil expenditures, as both Woonsocket and Johnston have higher proportions of said students than Warwick with lower overall per-pupil costs. Warwick could start by examining it's rather expansive definition of "educational handicap", a term that purposely gives local districts great latitude. If 18% of Warwick's student population is deemed "educationally handicapped" while the national average is 8%, either there is something in the water in Warwick or a lot of questionable sped labeling is occurring to justify jobs.
