Ken, The reason your proposal will never see the light of day is that it makes too much sense. If you tax (e.g. fuel consumption) something you get less of it. If you subsidize something (e.g. economic activity) you get more of it. You'd think that, given RI's tax and economic history over the last 25 years that lessons would have been learned. And yet again, you'd be wrong.
