What a lame phrase. It is the lazy person's way of not having to deal with anything. Problem comes up, well only in RI. No effort has to be made to change things. Just sit there passively sucking on your thumb and blame everyone else. Which is what you do when you say only in RI. It is their fault, not yours. The system is rigged.
