You're right! I do know the difference between "appraised value" and "assessed value". But I was only trying to show that when one goes up the other MUST also go up. It was only the direction that I was trying to compare not the method used. If "appraised" value goes up Then "assessed" value CAN'T go down. I understand they will always be a different number but the same pressures that push one up or down MUST push the other unless something fishy is going on and I think you and I agree that it is.
