Rick, I know one issue in the past is that it cost more to pay the workers to collect the beach fees, than the actual beach fee program was taking in. This had the opposite effect in terms of adding revenue to the beach clean up budget.

I agree with you that a fee makes alot of sense (if it can be done right). I only raise that point so that we charge enough that it can make a meaningful difference, without deterring everyone from using our beaches and without the program losing money .
