In the article that you refer to, he actually presents his case that if the city was to double the amount of rescues it would double the amount of rescue runs and double the revenue. He is suggesting that we will double the amount of illness. Probably one of his most stupid statements, but wait til tomorrow, I'm sure there will be another !
