I believe Mr. Testa is being sincere when he says "I truly believe we can improve our schools...and rebuild trust, but we all need to be committed to that". David, the first and most important step is to solve the Teachers contract negotiations. Don't do anything else until that crucial step is accomplished. Don't make it your "top priority". Make it your "only priority".

Once that is behind you, offer to be audited voluntarily, by an outside, unbiased third party with the results posted to the public.

You talk about wanting to "rebuild trust", and I believe you. There is step one and step two.
