Here's something I wonder, Scal1024:

If the fake "mayor" had his way and withheld all school funding ["Not a dime! Not one dime! Not another dime"] until an audit was done, that would also mean that teachers' salaries would go unpaid.

So, since his plan is, as you so rightly point out, to pander to the WTU and get the teachers' support, how do you suppose he would explain stopping their paychecks -- particularly when the audit he is demanding is already performed, every year, by the same independent firm that audits the city's finances?

It seems to me that threatening to stop teacher salaries while demanding something that is already done is not exactly a winning strategy.

Say what you will about the WTU, but its members are smart enough to see through the fake "mayor's" bluster and understand that his delusional plans would actually harm them -- even if he is not intelligent enough to recognize this blatant flaw in his campaign rhetoric.
