Into the Black Hole known as the RI General Fund; “waste, fraud, and abuse” of state finances is standard operating procedure for the General Assembly.

See also the article in this issue regarding the problems with the WPD's communications system stemming form issues with the State system, and you get a picture of your elected officials' concern for public safety.

It shouldn't be too hard to find out who proposed, and voted for, this "reallocation" of public safety monies.

But go on and keep building the toll gantries...that's going to solve all of RI's budget woes, just like The Lottery, those "temporary" (until they're raised again) increases in the sales tax, etc.
