Someone has to pay to keep our beaches clean. Either the users of the beach, or the entire number of taxpayers. I have always believed that the users should pay. So did the entire City Council, in December of 2017. Nothing has changed in 5 months, has it? I don't understand why acting Mayor Solomon has changed his mind. Do you?
