One of the minor point of clarification should be made in terms of the comment on Statewide media.

Over a year-and-a-half ago, 9 met with Carol Koala of the Providence Journal and sat with her for an hour and a half and gave her all of the documents in a binder. Unfortunately she was unable to comprehend the complex issue and after several conversations it was noted that it was a futile effort to try to educate her on the subject matter. Similarly the channel 10 i-team was also unable to grasp the concept and decipher the documentation.
