What a joke. You had geremia designing sewers while he was also working for Kent county water. Every time they had to replace a water valve to make way for the sewers they would replace the old valve with three new valves effectively upgrading the water system at the expense of the WSA.
Gordon Archibald would employ one inspector for each sewer crew charging the WSA $75 an hour and paying the inspector $25 an hour. Each inspector should be able to cover two, three or more crews. A bonanza for Archibald.
