Robert your handcuff comment was anusing. You are going to be very disappointed when not one person will ever be arrested or in handcuffs.
You just cant help yourself and remain quiet and let the audits come back.
As for time clocks and your other requests the city will need to spend money to purchase and you know they won't so why even mention such stupidity.
