People who throw bird seed on the ground are just rude, selfish, inconsiderate people. Attracting rats/mice that bother your neighbors is awful. Buy a bird feeder and get one that is squirrel proof so that you aren't spreading seed everywhere. By the by, birds don't need to be fed. They will be fine without you.
