I think that depending where you live in the city, the rat problem is hardly noticeable or a huge issue. If you have a house that is near restaurants and grocery stores there is a very big problem with rats. This isn't a non-issue for many of the citizens. It is a step in the right direction as well as the city providing help in getting rid of rats in/around your home. Sure there are other things that need to be taken care of but believe me, when you have a team of rats living in your shed you are mighty glad to hear about steps being taken to stop the problem from getting any worse.
