When in doubt, drag out the Sgt. Schultz defense and go from the smartest person in the room to "I see nothing, I know nothing." Can this ruling be appealed to the RI Supreme court, or will it? The payroll blew up and NOBODY got curious as to why, especially after new folks were hired? Agreed to and codified into law by police and municipal but simply agreed to and never codified by the 3rd? Nobody asked any hard questions, everybody just "assumed"? This done by the department of Administration, financial directors, council members, lawyers, etc. and all were Joe the Dope, that is what you want taxpayers to believe? This is NONSENSE! I think I know why the Feds. are here...All of this, these "explanations" are from the land of the absurd. All of this falls within the very wide reach of Title XVIII...This malarkey won't even pass the sniff test...Hey Joe, after all of this, why have you not called the State police, too close to home?
