You ask 3 times is "it reasonable that.." The question is couched in the context of THE CITY so the questions becomes "is it reasonable for THE CITY..." NO, it is the taxpayer that is being ripped off big time by these crooks who have arranged special treatment for their cronies. We are subject to a gigantic transfer of wealth from all taxpayers to a special few who have the full protection of the law and there is no way to stop it except to hope for bankruptcy by the city and start over again.
