‘Closure of any branches . . . is not a consideration”

Why not? This article makes it appear a lot of analyzing and planning is being done. We know that’s mostly for show, in reality that’s not how our city operates. Recall the pipe water leak in the city hall annex, which shut the entire building down for two years and counting. The city seems to have difficulty planning its way out of that one. Maybe the displaced city departments could be moved out of abandoned school buildings and other places, and these (apparently) seldom-used branches could be their new home.
