tale: I think it's both. Laying the responsibility for crowd control on librarians is a tall order. Perhaps an officer from the WPD should make a sweep every few hours and 'move folks along'. My experience at the Sandy Lane branch has been nothing but positive. Helpful, positive, knowledgeable. As a frequent critic of city services, I give them two thumbs up.
