Some of the change looks like givebacks others not some much. Giving the union a 2 work day work week that includes 8 hours overtime and the ability to rest on shift isn’t a givebacks. Cover shift for a 3 day work week and you have 32 hours of OT? That is miss-leading Mayor. How will this schedule reduce the excessive $4M in OT??
A leader would switch to 5 - 8 hour days to crush OT and the ability for side businesses. That would bring some true bargaining to the table, when you do what is best for the City and not the union members.
