All Avila did was make a phone call to confirm this. Mayor appointed Mr. Al Marciano, who heads the city of Warwick retirement board, could have done the very same thing, but why would he want to admit under his watch, the city of Warwick is facing a pension catastrophe? That would have too many asking too many questions....why would he ever want THAT.

Now, that is quite misleading.
