Report Inappropriate Comments

I am not sure where "political bullying" comes in, but I do know what the city charter says about the hiring process.

2-17. - Powers of committees.

Any committee of the council may investigate and report on any matter referred to it and make a recommendation thereon *****but no committee shall have any executive or legislative powers and all matters shall be determined by the council as a whole.*** >>>> "finance subcommittee"formed by Vella -Wilkinson

It appears to be very clear that, according to the City Charter, Ms. Vella-Wilkinson had no authority to act in the hiring of Ms. Avila, without first referring her name for consideration by the council as a whole. Her capacity, as the charter states, was to recommend. The decision to hire per the charter was to be made by the council. In this instance, Ms. Vella-Wilkinson, took the role of an executive which she clearly did not have the authority to take.

Statement above is clearly not bullying and for that matter not political.
