The fact that the WPD only had 58 applicants is astonishing and worrisome. You cannot get a good recruit class out of 58. Not unless you lower your standards. The entire state is fighting for the same candidate pool. WPD used to be second only to the RISP. If it were up to me, I would lower the total number of officers, cut some specialty units, but continue to be competitive or tops in pay and benefits to attract the best recruits. You do not want to return to the days of neanderthal cops patrolling the city.
