Mayor Joseph Solomon announced Wednesday that the city’s beaches will officially open on Saturday until Labor Day on a daily basis for the summer season, at no cost.

City Park, Conimicut Point and Oakland Beach facilities will be open daily with lifeguards on duty from 10 a.m. to 6 p.m.

“Some of my best childhood memories were made with my family along Warwick’s shores,” said Solomon. “It was an affordable day’s adventure for a large family with limited financial means. I hope those who visit our beaches this summer – whether to swim or just enjoy the views of our breathtaking bay – will likewise create happy memories that will last a lifetime.”

There is no cost to enter the city’s beaches since Solomon announced he would be suspending implementation of the proposed beach fee program, which was passed unanimously by the City Council (with Solomon as president) in December.

However, a day after being sworn into office in May, Solomon’s first order of business was to suspend the program, citing concerns expressed by residents about the initiative and the need to conduct a more detailed analysis, including of revenues versus expenditures, of the overall issue. In order to assuage concerns about litter, Solomon has allocated additional resources to beach maintenance this summer.

“Response to my decision has been very positive,” the mayor said. “Even a modest entrance fee for some people – especially for senior citizens on fixed incomes – would be too cost prohibitive to allow them to come to our beaches. Warwick’s beautiful coastline is a tremendous environmental and recreational asset that everyone should have the ability to enjoy.”

    These beaches NEED to be maintained and litter NEEDS to be removed. Warwick can unfairly charge that cost to ALL of Warwick taxpayers OR Warwick can charge that cost to just the beachgoers. Last December acting Mayor Solomon and the rest of the City Council UNANIMOUSLY voted to have those who enjoy the beaches, pay for the cleaning. Solomon has now "changed his mind". That, in my book, is political flip-flopping, and I don't agree with it at all. When ALL taxpayers pay for the cleanup, it unfairly takes money away from seniors and others who don't use the beaches as much. I feel that charging an amount that still is LESS than the state beaches and PROMOTING that low cost to the rest of Rhode Island will not only ease the clean-up cost on our taxpayers, it will attract new taxpayers who want an alternative to the costly state beaches.

    Solomon has been acting Mayor for only a few months and he has already introduced THE LARGEST TAX INCREASE THE LAW ALLOWS!! Is that what the taxpayers need? Or do we need to "Cut Taxes - Cut Spending"? Having the beachgoers take over the cost of cleaning our beaches would certainly help Warwick "Cut Spending" (from the City budget) therefore it would help Warwick "Cut Taxes". It's an idea we need to embrace. Tax and spend just doesn't work!

    Dear Scal1024,

    I try to be fair and honest with everyone. When acting Mayor Solomon does something good I give him credit him for it. (i.e. hiring Bill DePasquale as his chief-of-Staff, or voting FOR the beach fees instead of having the taxpayers pay for the clean-ups).

    When he does something wrong I give him criticism for it. (i.e. when he refused to participate in the preparation of the 2018 budget even after Avedisian invited him, or when he flip-flopped about the beach fees). That's being fair and honest.

    You criticize literally everything I say or do. You refuse to identify yourself. You have told vicious lies and you even stoop to name-calling. Scal, how old are you? Are you nine? And when are you going to come clean and become a real person by identifying yourself. Stop hiding behind a fake name. It's cowardly.

    Fake news. Fake sources. Fake people. Fake names.

    I would ask voters to read the last few sentences of my last comment. As predicted the fake mayor attacks the messanger, not the message. Stating I am "not a real person" and this man accuses me of being 9? Also what vicious lies am I accusing you of, Rick? I would think you'd be able to answer that question easily if it were true.

    Rick, you try and spin this as if you've always criticized Joe Solomon, this is 100% FALSE. You never had a critical word to say UNTIL Joe Solomon declared for mayor. Why is he a flip flopper for changing his mind? While you sit there and suggest you're being "fair" rather than owning up to the fact you've changed your mind.

    Once again Rick, my identity has ZERO to do with your campaign or your campaign platform. You continue to try and equate the 2. I AM NOT SEEKING POLITICAL OFFICE, YOU ARE!!! By doing this you have put every word, sentence, paragraph, comment and business dealing UNDER A MICROSCOPE. If you don't like being held accountable DROP OUT OF THE RACE!!! I thought a voluntary pension buyout was an outside the box idea. Then something happened, I started asking questions of you and your platform. The more I asked (without getting any real answers), the more you began to resent my comments. Even though you thanked me previously, once I uttered a critical word YOU CHANGED YOUR TONE. You eventually said, I was only asking so that I could attack you. You also suggested I was working for the Mayor, even though once again you never suspected I worked for the mayor when I said nice things about you. A candidate for political office SHOULD BE SCRUTINIZED. Not long after CrickeeRaven and The Captain discovered your tax delinquency and the fact that someone else paid your taxes for you in 2014 and 2015.

    Between your dismissive responses and your questionable financial history I made the determination you are NOT qualified to be Mayor. I still, 3 YEARS LATER, continue to press you on the specifics of your voluntary pension buyout, the areas of spending you will specifically cut, and the cost of your plans such as "buy a house, get a check". You didn't answer these questions years ago when I asked, I highly doubt you will be honest with voters now. You called the Joe Solomon led City Council the "hardest working Council" Warwick has ever had, as well as the "Taxpayers City Council". You CANNOT declare those 2 things and then refer to Joe Solomon as a "political insider". The only person playing politics in this equation Rick, IS YOU!!!

    It is now being reported by Turnto10 that Oakland Beach in Warwick has been closed due to high bacteria counts. Only 1 week into summer and one of our beaches is closed. What would happen if residents had purchased beach passes? Or what if we were paying employees to collect fees at beaches that cannot host public swimming? Its safe to say the program would be behind on revenue ALREADY. Where would the $ to clean our beaches come from if fees aren't collecting enough money?

    I'm happy Joe Solomon had the foresight to delay beach fees while this issue is studied more. Mayor Avedisian never estimated how much revenue would be generated from beach fees, nor did he estimate how much the program would cost to implement. That was not the best way to approach this issue and Mayor Solomon recognized that.

    Right now we would be paying employees to collect fees at beaches the public cannot swim at. This is not responsible government. Rick Corrente can call it "flip flopping" all he wants, it doesn't make it true. This is the difference between responsible government done right, and reckless government by a candidate who can recite talking points but is clueless in terms of how to govern. Voters will continue to reject the tax delinquent, talking points candidate.

    Isn’t a beach fee essentially another tax? I’d think you’d be in favor of that also that tax increase was impossible to avoid with contracts approved by prior administration....you wanted the teachers to get paid and they did hence our taxes go up.

    Thanks for an honest response Danny. It's my biggest frustration with Corrente. He runs around saying "cut taxes, cut spending" yet has never put pen to paper and told us how he'd do it. On top of that he was in favor of teacher raises, abd other increased city services, but never acknowledges the cost. His answer has always been "grow the tax base" but that won't happen overnight and its not the cure for everything.

    I will admit its refreshing to hear someone who has run for elected office acknowledge the tax increase was unavoidable. We all hate paying taxes, especially higher taxes, but those are the immediate relaties we all face today. Anyone who suggests otherwise is flat out lying. With prior contracts already negotiated and no changes to pensions or health care city wide there is nothing happening to slow down those overall costs. It would be something if Rick Corrente acknowledged that he isn't cutting anyones taxes, the numbers simply DO NOT WORK. It would also be a nice change if he could tell voters what spending he would cut, how much $ would be paid per employee for his "voluntary pension buyout", or how much $ would be collected (roughly) for his beach fee (tax) program. Without that information how does he know he'll cut taxes? The answer is because he's not going to lower your taxes. More lies and deception. Voters deserve better.

    We simply can’t undo what’s been done over a 40 year period over night. You can’t just cut taxes without stating exactly what line on the budget you would cut, you’d also have to state what revenue would be used to fill in that loss. As far as cutting spending, which union are you going to cut from? Benefits take up 80+% of the Schools budget so I’m just going to assume the same is on the city side. Mr. Cote or Mr. Cushman could probably give the exact percentage.

    Scal is conning you to believe that a tax increase is the ONLY solution because Warwick already spent the money. THEN the political insiders will overspend MORE and Scal will claim that Warwick will HAVE to raise taxes again. That's EXACTLY what Avedisian did since 2000. How's that working out for the 80,000 taxpayers that are paying the tab? We lost 5,800 taxpayers in the last ten years alone! (according to the U.S. Census). (and TENS OF MILLIONS of dollars of tax revenue as well!) How much Total Tax Revenue (TTR) did loosing all those taxpayers cost Warwick? I'm sure it's in the tens of millions of dollars every year. Should Warwick keep raising taxes or are we "TBAR'D", Taxed Beyond All Recognition. If we "Cut Taxes - Cut Spending", Warwick will attract new taxpayers. Cranston did just that and now they are the second most populated city in Rhode Island. Think about how much total tax revenue Cranston receives with each new taxpayer! Their gain is Warwicks' loss! The political insiders don't realize that raising taxes LOOSES TAXPAYERS. The result: LESS Total Tax Revenue (TTR). The solution from the political insiders? Raise taxes again and again! That's what Avedisian did every year for 18 years in a row, and now Joe Solomon just gave us THE LARGEST TAX INCREASE ALLOWED BY LAW! How many taxpayers will move out now?? Will Joe just raise taxes again when they do?? I'll bet he will!

    Using "The Corrente Plan", I want to promote Warwick to the rest of Rhode Island with an all-out "Welcome-To-Warwick" campaign. Signs, magazines, advertising, rebate checks to new homebuyers and new business owners, and an emphasis on our beautiful beaches that will attract new taxpayers and increase our total tax revenue (TTR) making the tax needs of all Warwick taxpayers GO DOWN!!

    Danny, there has to be a better way. What if we had a "hiring freeze" (part of the Corrente plan) Attrition would reduce our payrolls. Would that "Cut Spending" while protecting the jobs of Warwicks' present employees? What if we had "voluntary pension buyouts". (another part of The Corrente Plan). Would that cut spending while offering our retirees a new option that they just might want?? Or need?? What if we had a "2 year moratorium on building permits". (again, The Corrente Plan)Would that increase total tax revenue FOREVER without just raising taxes on everyone?

    And what about your original comment "Isn't a beach fee essentially another tax?" It is fee income that Warwick would receive from ALL beachgoers, some of which come from out of Warwick. Without it, ALL Warwick taxpayers have to pay for the clean-up costs. Isn't it better to have "others" pay for our beach cleanups? Wouldn't that "Cut Taxes - Cut Spending" on WARWICK TAXPAYERS? Who do you want to pay to clean our beaches? ALL the beachgoers or ALL the Warwick taxpayers? I vote "the beachgoers!" So did Solomon in December 2017. Now that he is running for Mayor, he's flip-flopped on the issue. I won't.

    You are an intelligent person Danny. I'm sure you can and will come up with other money making or money saving ideas (and I would love to share them with you. Call me at 401-338-9900) but "tax-and-spend" just isn't affordable anymore.

    The one thing I understand clearly about Warwicks' political insiders is that if you give then a million dollars of taxpayers money, they will spend two million. THEN they will "claim" we HAVE to raise taxes so they can do it over and over again. What if we had a plan that rewards a department that underspends and penalizes one that overspends. (another part of the Corrente Plan). We have to think of new ways to "Cut Taxes - Cut Spending", not cave in to the political insiders. These are a few of my ideas. Acting Mayor Solomon hasn't said one word about his ideas to make Warwick better. He just says that he wants to. Spoken like a true political insider. "...full of sound and fury; signifying nothing"

    Read Rick Correntes entire comment again. Tell me where he identifies ONE SPECIFIC THING he would do as mayor? Notice he brushes right by the point Danny Hall made about payroll/benefits taking up 3/4 of the entire budget. He doesn't want to answer for the contracts that were ALREADY NEGOTIATED. Rick Corrente continues to claim he'll cut taxes, while cutting spending and increasing every service you could EVER IMAGINE. The problem is he is not being honest with voters. That is NOT the budget reality Warwick faces today. This pandering, fake mayor doesn't have an honest bone in his body, which is why he continues to lie to voters. Warwick taxpayers deserve a Mayor who actually understands the tax burden voters face. Rick Corrente doesn't understand that tax burden having had someone else pay his taxes in 2014 and 2015.

    No specficis on his voluntary pension buyout, or his hiring freeze. He doesn't tell voters how he'd get around the budget holes caused by payroll and benefits. Until he answers these questions, he is NOT a serious candidate for mayor.

    Just to cite some of the lack of specifics from Corrente he talks about his voluntary pension buyout. He doesn't tell you how many years of service would be required, how much money each employee would be offered, how many employees would qualify? Without ANY of these answers how does he know he'll be saving money? If he can't even tell you how much $ each employee would be offered, how does he even know it would save money? He doesn't know and he's being dishonest when he pretends he does. The Corrente Plan is just words. He has never been able to give ANY SPECFICS. I can promise the world to anyone...if theres no numbers to back it up, its just political pandering.

    Next he talks about a hiring freeze. A hiring freeze will help keep payrolls in place, it doesn't benefit Warwick until employees start to retire. If those employees are not replaced how does Corrente know ALREADY that no city services would be effected? He doesn't.

    He talks about freezing building permit fees. Where will this revenue be made up? Keep in mind Corrente is claiming he'll cut taxes, which in turn means less revenue to the city, no he's freezing permit fees that is MORE LOST REVENUE to the city. Where will that money be made up in the short term? Without these specifics it is just a bunch of words. All Correntes campaign is...is just a bunch of words.

    If being a "political insider" means telling the truth, then yes Rick I guess I am a political insider. You didn't use that term in 2016 when you were telling anyone who would listen that you are the "endorsed democrat". Guess what happened? The Democrats were embarassed by you. They couldn't stand another election of being embarrassed by an uninformed, unprepared candidate, and they really couldn't watch a Republican win the Mayor's office AGAIN. All of these reasons are why the party WILL NOT ENDORSE YOU. You have embarrassed the party enough I give them credit for taking a stand against nonsense.

As we have seen so often, that is the foundation of the make-believe mayor's entire pathetic attempt at gaining attention for his candidacy: Tricking voters with double-speak and fake information.

    Mr. Hall and tens of thousands of honest, taxpaying voters are far too intelligent to fall for the make-believe mayor's antics.

    They know, as you rightly point out, that a parking fee is another tax. Whether it's paid by residents or non-residents doesn't matter. He wants to tax people to park at city beaches, and then claim he is cutting taxes.

    They know, as you explain, that the make-believe mayor has little more than slogans to offer, and can not answer even the most basic questions about his "plans."

    They know that he spends his time attacking commenters on this website because of his many defects as a candidate, including a total lack of understanding of city operations.

    They know he is lying about 80,000 taxpayers [and that he has not been one of them because his property taxes have been paid by other people since 2014] and about 5,800 people leaving Warwick. It's unfortunate Rick talks down to people and reprimands those who "name call", yet in the same comment, uses words like "flip flopper" and "political insider" to describe a near 20 year public servant. What a disgrace! What's more troubling is Corrente pretends as if he's always criticized Mayor Solomon, which is 100% FALSE. That type of lying and deception should disqualify ANYONE from running for political office. That behavior has been the central focus of Rick Correntes campaign.     Perhaps, Rick Corrente should worry less about my identity, and more about his flailing campaign. If he's not careful this 4 year, over $40,000 campaign could be destined for a LAST PLACE FINISH in the upcoming election. Rick can't argue facts, or defend his sleazy past behavior, so he instead chooses to attack me. It didn't work in 2016 and its not going to work now. Voters will continue to see through this fraud.

    Who pays for the marketing of the "Corrente Plan"? Is that coming out of your own pocket? I don't want to fund a marketing plan for Warwick that is brand new and not tested. You go ahead and come up with the plan, print out a few things and see if it flies before trying to take money from the taxpayers to chase "potential" new residents.

    Also, I am totally against not charging for Building Permits for 2 years. That is REVENUE COMING INTO THE CITY! Who takes away money from coming in? Not everyone that builds something in Warwick actually lives in Warwick! What a half-baked "Corrente Plan". No thanks.

    Another great example by you, Cat. Rick mentions his "advertising blitz" signs, magazines etc he doesn't tell voters how much money he'll spend, or how he'd pay for it? Corrente casually mentions rebate checks to new homebuyers. How much will each homeowner receive? If he doesn't know that amount how can he be sure the plan is an economic benefit? Sorry if I don't trust a candidate (Corrente) who spent OVER $40,000 in campaign funds in 2016 which did NOTHING receiving less than 36% of the vote.

    Anyone can promise anything as a candidate. Without telling voters any specifics Rick Corrente continues to be an empty rhetoric candidate. I find it funny Rick found time to comment on a different article today, but once again when he's pressed on specifics, as he was here, he runs away from the conversation. That is the behavior of a 30% candidate, not a Mayor.

    No one is making me believe one thing or another, like I said before.... most of the budget is based on pensions and benefits. So it comes down to if you can negotiate future contracts and past mistakes. Cranston is passing Warwick based on the development of Western Cranston, Cranston hasn’t raised taxes but they haven’t cut them. Warwick is currently maxed out for residential construction which is why you hear Mayor Solomon talking about adding condo development around the Airport. We lost that tax revenue from the Airport...

    A Fee (Beach) is a tax

    A hire freeze would jeopardize the response time of Police and Fire personal.

    Great point by you Mr Hall as far as police and fire being effected by a hiring freeze. This is the kind of thing I reference when I say there are no specifics to Correntes proposals. If the plan is a hiring freeze at WPD, WFD, DPW and all city departments then it starts to become a public safety issue. How does Rick know he could safely reduce these departments without any evidence he's ever looked into this proposal? I would NEVER support reducing our Police and Fire without OVERWHELMING EVIDENCE that such a reduction would not effect public safety (highly unlikely such evidence exists). The other problem is if Correntes proposal of a hiring freeze only effects hiring at DPW, and excludes Police and Fire then it is never going to save the city money, thus making it a poor proposal. Sure a hiring freeze sounds great, but once again when evaluated closer, it's another Corrente proposal that COMPLETELY MISSES THE MARK.

    I welcome any response from Corrente where he tries to further explain his proposal in detail. As well as his voluntary pension buyout, an explanation of who's paying for his "advertising blitz" in magazines, posters, ad buys etc promoting Warwick. He can also explain tp voters what line item in the budget will fund his "buy a house, get a check" proposal that he's given little information about after almost 4 years of running for mayor. When any of his "Corrente plan" is put under a microscope, IT FAILS! This is why he avoids answering any specific questions about them. I'm sure if he does respond it will be more attacks on me, because he can't defend his own plans.

    Thank you for so effectively and succinctly proving the make-believe mayor's claims to be, at best, delusional.

    You correctly point out that Cranston has more area to develop, where Warwick is essentially at capacity in terms of residential development, and that the majority of the city budget goes toward employee costs -- and thus you are right to question the make-believe mayor's ability to negotiate affordable contracts, since he has not explained how he would fund his giveaway schemes to new homebuyers, commercial property developers, and municipal employees who are nearing retirement.

    And you correctly identify the major defect in his call for a hiring freeze -- he has clearly not considered the consequences of failing to replace retiring police officers and firefighters.

    I would only offer one correction to your comment -- here are the changes in the tax rate since Allan Fung was elected mayor:

    The FY16 tax rate is the result of a property revaluation and a spending increase of about 2.1%, which means that in real dollars, taxes went up that year in Cranston.

    So, essentially, the tax rate increased in five out of the last nine fiscal years under Mayor Fung -- quite contrary to the make-believe mayor's repeated claims that Cranston "cut taxes."

    Thank you for showing the make-believe mayor that Warwick voters are far too intelligent to fall for his false statements, delusional conspiracy theories, and impractical proposals.

    Thank you for correcting me, I knew Cranston had some minor increase within the past 3 years. I could’ve sworn I read somewhere along the lines of Cranston is eventually going to have to raise taxes with the inflation of the pension costs, so instead of minor raises in taxes yearly the Cranston tax payers will be hit all at once. I’m probably wrong, I haven’t had much time to keep up with the Cityside of the budget.

    In general I wish candidates could stick to the facts during campaigns and not be so quick to no negative. It’s never been about political parties with me, I’ve always voted for the Candidate I felt could compromise and work with an opposing side. People don’t want to hear what why they shouldn’t vote for the other candidate, they want to know WHY they should vote for you.
